Do you know who elects the Prime Minister of Canada? Not the people of Canada. It's the QUEEN OF ENGLAND (mind...blown). Every decision made in the Canadian Federal Government is formally enacted by the Governor General, an appointed character who "signs off" on everything as a proxy to the queen.
